NON-RESIDENT CARD PROGRAM
In Illinois, people living outside the service area of a public library are considered non-residents. Non-residents are eligible to purchase a library card from the public library under certain conditions. The sale of a library card to a non-resident is covered by the Illinois Statutes, 75 ILDS 5/4-7(12) and 75 ILDS 16/30-55.60 specifically.
The Caseyville Public Library District uses the TAX BILL METHOD. The Tax Bill Method for Home/Property Owners: The library's tax is multiplied with the valuation of the non-resident's property assessment. The non-resident must bring their most recent tax bill then this method is used. When this method is chosen, each non-resident card sold must be individually recalculated.
Tax Bill Method for Renters: The library will: 1)charge the renter a minimum of 15% of the individual's monthly rent. For example if the monthly rent is $545, multiplied by 15%, the non-resident fee would be $871.75. Or 2) the library devises its own formula. If the library decides to devise its own renter's formula, several issues need to be factored into the formula: a)the average local rent of the general community within the library's service areas; b) the library's property tax rate; and c) the non-resident fee of home/property owners.
